For the next thirty days, the Casper-Natrona County Public Safety Communications Center (PSCC) will be utilizing a live video response service to continue to serve the public while increasing efforts to social distance and slow the spread of COVID-19.
This is an optional service that callers can request, or that the telecommunicator can request while on a call. This service does not eliminate traditional face-to-face first responding services.
911eye enables a caller with any smartphone to seamlessly share live video, texts, pictures and GPS coordinates directly from their phone to a PSCC tele-communicator without the need of installing an App on their phone. Information sent using 911eye can be shared in real-time with first responders before they arrive at a scene. This vital information assists public safety professionals to make better decisions and quickly mobilize the correct resources.

This allows us to maintain our highly professional emergency response services while taking additional measures to slow the spread of COVID-19.”

Utilizing this service to assist in furthering our ability to social distance and slow the spread of COVID-19 is another way we are acting on our dedication to serve and protect Natrona County.
This temporary service will begin on Monday, April 13th, 2020 and end on Wednesday, May 13th, 2020, unless otherwise extended. There is a possibility if this service is deemed to be highly efficient and valuable to our community, to pursue a permanent purchase option in the future.
Here’s how the service works:
911eye will allow a PSCC dispatcher to send a secure, single-use link to a 911 caller without the need to download and install an App on their phones. Instead, 911eye works through SMS text messaging or email, where the caller simply clicks on the URL link to begin sending texts, real-time video streams or photos from the scene. That data allows a tele-communicator to accurately determine a caller’s location, collect vital information from the caller and view the incident as it unfolds. The tele-communicator can then assess the seriousness of an event and quickly determine the proper resources that are needed. 911eye does not give the dispatcher access to any other information on the users phone other than viewing the video and collecting location information.
911eye immediately and accurately displays a caller’s location through GPS coordinates drawn directly from the smart device, which are dynamically refreshed. That feature provides visible, real-time updates for the position of a 911 caller if they are moving, which can be critical to finding someone during an emergency. When the call is ended there is no data left on the caller’s phone. All information shared through 911eye is securely stored and cataloged at the police department. That means any video, photos or location data can be immediately downloaded and shared across the public safety community as necessary to help solve crime.
PSCC operates 24 hours a day, 365 days a year, and is the Public Safety Answering Point (PSAP) for all calls received within Natrona County. PSCC dispatches calls for service for the Casper Police Department, Casper Fire Department, Natrona County Sheriff’s Office, Mills Police Department, Evansville Police Department, Natrona County Fire District, Wyoming Medical Center (medical service units), Mills Fire Department, Bar Nunn Fire, Evansville Fire, Salt Creek Emergency Services (Midwest/Edgerton), Airport Fire and Rescue and Casper Mountain Fire Department.
